Spain beset by bank crisis, downgrades, bond pressure
MADRID (Reuters) - Spain's borrowing costs shot up at a bond auction on Thursday and its troubled banks suffered a double blow, with shares in part-nationalized Bankia diving and 16 lenders - including the euro zone's biggest - having their credit ratings cut.
Official data confirmed Spain was back in recession and a newspaper reported a big outflow of deposits from Bankia, but the government said it had taken a fundamental step to strengthen Spain's credibility by agreeing big budget cuts with the country's free-spending regions.
Moody's Investors Service cut the long-term debt and deposit ratings of the 16 Spanish banks, including Banco Santander, the euro zone's largest, saying the government's ability to support some banks had weakened.
Spain's banks, saddled with bad loans after a property boom collapsed, lie at the heart of the euro zone crisis as markets fear any major rescue would strain Madrid's already stretched finances and possibly require an international bailout.
Gary Jenkins, credit analyst at Swordfish Research, said Spain had problems which went beyond the risk of contagion from the crisis in Greece, whose future in the euro is in doubt
"Whilst the attention of the world is on Greece, the fact is that Spain faces many challenges irrespective of how the Greek situation is finally resolved," he wrote in a note.
Moody's cut the rating of BBVA, Spain's second largest lender, as well as Santander even though both are generally regarded as sound, unlike some of their smaller peers.
Nicholas Spiro of Spiro Sovereign Strategy said the government of Prime Minister Mariano Rajoy was not handling the crisis well. "Sentiment towards Spain is deteriorating with each passing day, mainly because of a loss of confidence in the Rajoy government's approach to tackling the problems in the banking sector," he said.
ATTRACTING BUYERS
At Thursday's debt auction, the Treasury had to pay around 5 percent to attract buyers of three- and four-year bonds. The latter sold with a yield of 5.106 percent, way above the 3.374 percent the last time it was auctioned.
"This ... fits the pattern of recent sales, with the Spanish treasury successfully getting its supply away but at ever-higher yields," said Richard McGuire, rate strategist at Rabobank in London. "This unfavorable trend looks set to remain firmly in place ... Ultimately, this ratcheting up of yields will likely require some form of outside intervention."
Spain officially slipped into recession in the first quarter this year, final figures confirmed on Thursday, leaving the country threatened with a prolonged slump as the turbulent euro zone struggles to balance austerity with growth.
The European Commission warned last week that high debts of the 17 regions, which account for about half of overall public spending, and the welfare system would prevent Spain meeting its goal of cutting the budget deficit to 5.3 percent of gross domestic product this year from 8.5 percent in 2011.
However, the government said the regions - most of which missed their deficit targets last year - had agreed to cut their spending by 13 billion euros and increase revenues by 5 billion euros.
After weeks of negotiations, Treasury Minister Cristobal Montoro approved the plans presented by every region except for the small northern one of Asturias, which will have to produce a new budget within 15 days. "We've taken a fundamental step for Spain's credibility," Montoro told a news conference.
Overspending by the regions caused Spain to miss its deficit reduction target badly last year. Moody's agency downgraded on Thursday its ratings of four regions including two of the biggest, Catalonia and Andalucia.
Regions which meet their targets will get help from the state to cover their financing needs through a new mechanism which will be introduced by July. The government has been working for weeks on a new instrument called "hispanobonos" allowing the regions to issue debt underwritten by the Treasury.
WORRY LIST
Spain's 10-year debt yields have risen back above 6 percent, which investors view as a pivot point that could accelerate a climb to 7 percent, a cost of borrowing widely seen as unaffordable even though Madrid has raised well over half its needs for this year.
Prime Minister Mariano Rajoy said on Wednesday his government could soon find it difficult to fund itself affordably on the bond market unless the pressure eases.
However, the government source said the Treasury could refinance itself at the current high yields for several months, although the country saw it aiss vital that funding costs fall.
Top of the country's worry list is a banking sector beset by bad loans, the result of a property boom that bust in 2008.
El Mundo newspaper reported that customers at Bankia had taken out more than 1 billion euros, equivalent to around 1 percent of the lender's retail and corporate deposits, over the past week. The government denied there had been an exit of funds, but the bank's shares closed down 14 percent on Thursday on top of steep losses over the past week.
"It's not true that there is an exit of deposits at this moment from Bankia," said Economy Secretary Fernando Jimenez Latorre. Bankia itself said that deposit activity was normal.
The government last week took over Bankia, the fourth-largest lender which holds around 10 percent of Spanish deposits, in an attempt to dispel concerns over its ability to deal with losses related to the 2008 property crash.
"The majority of outflows came after the chairman resigned last week, but I think once the bank was taken over by the government, depositors calmed down a bit," said one Madrid-based trader. "The share price fall has to do with disappointed retail investors dumping the stock."
Some savers were reassured by the deposit guarantee fund which covers 100,000 euros per customer.
"I have two accounts with Bankia and up to now I have not closed them. I'm not even considering it," said Jose Ignacio Gonzalez, 42. "It must be more secure with the backing of the state, it has a guarantee."
The problem for Madrid is that the property losses which banks face are not yet quantifiable, as prices are likely to fall further.
The government told the banking sector last week to set aside another 30 billion euros in provisions, prompting some analysts to say much more would need to be done.
RECESSION AND CONTAGION
While Greece, facing fresh elections which could hasten its exit from the euro zone, has dominated headlines, uncertainty over the final cost of Spain's banking reform has raised the prospect that it could also require an international bailout, a bill the euro zone would be stretched to cover.
Official data confirmed the Spanish economy shrank 0.3 percent in the first quarter, putting it back into recession. Unemployment is already running close to 25 percent, rising to around 50 percent among the young.
Even if it puts its house in order, Madrid faces the threat of contagion from Greece if it elects an anti-bailout government next month, a move which could hasten a hard default and exit from the euro zone.
"It's not Greece leaving the euro that is the major issue," said John Bearman, chief investment officer at Thomas Miller Investment, which manages roughly 3 billion pounds ($4.8 billion) of assets. "It's the domino effect."

Rap superstar Wiz Khalifa will perform his new single "Work Hard, Play Hard" for the first time on television at the 2012 MTV Movie Awards.
Khalifa joins chart-topping indie-pop group Fun. as the second performer announced for the annual Golden Popcorn-fest. "Work Hard, Play Hard" is the debut single from the Pittsburgh rapper's hotly awaited second studio album, O.N.I.F.C., which will hit stores in August.
In addition to Khalifa, several of the biggest stars in film have been added to the lineup of presenters for the big show. "That's My Boy" co-stars Adam Sandler and Andy Samberg, "Gossip Girl" diva Leighton Meester and "Perks of Being a Wallflower" castmates Emma Watson, Logan Lerman and Ezra Miller will join already-announced presenters Emma Stone, Andrew Garfield, Kristen Stewart, Chris Hemsworth, Charlize Theron, Michael Fassbender, Mila Kunis and Mark Wahlberg at the Russell Brand-hosted event.

ECB move on Greek banks hits euro confidence
FRANKFURT/ATHENS (Reuters) - The European Central Bank has stopped offering liquidity to some Greek banks it does not consider solvent, and international concern about the euro zone rose as Athens called new elections that look set to be won by parties opposing austerity measures.
Fears that Athens is on the brink of crashing out of the euro zone and igniting a renewed financial crisis have rattled global markets and alarmed world leaders, with Greece set to figure high on the agenda at a G8 summit later this week.
The risk of the contagion spreading to bigger European economies that are vulnerable due to high debt or weak banks has sent stocks and commodities tumbling, and driven Europe's single currency towards its lowest levels this year.
"The core question will be not Greece, but Spain and Italy," World Bank President Robert Zoellick said on Wednesday. If Greece left the euro zone, the ripple effects could be very damaging and reminiscent of when Lehman Brothers investment bank collapsed in 2008, spreading panic on global financial markets.
Recession-hit Spain, which faces deep concerns over the health of its banks, is set to see its medium-term borrowing costs rise sharply at an auction on Thursday of 1.5-2.5 billion euros of bonds expiring in 2015 and 2016.
FRAGILE BANKING SYSTEM
Highlighting the fragile state of Greece's banking system, the ECB said on Wednesday it had stopped providing liquidity to some lenders because their capital was too depleted, confirming an earlier report by Reuters.
"As recapitalisation wasn't in place, the ECB stopped monetary policy operations," a euro zone central bank source told Reuters, declining to be identified.
That meant the affected banks can no longer offer assets to the ECB as collateral for loans, and would have to seek costlier emergency financing from the Bank of Greece.
It was not immediately clear which banks, or how many of them, were affected. One person familiar with the matter said the capital of four Greek banks was so low they were operating with negative equity.
International Monetary Fund chief Christine Lagarde warned of "extremely expensive" consequences were Greece to leave the euro zone, a once taboo possibility that European leaders have now begun to discuss openly.
Echoing Zoellick's comments, Lagarde told Dutch television any Greek departure from the euro "would be extremely expensive and hard, and not just for Greece".
LEFTIST LEAD IN POLLS
In March, Greece agreed to extensive budget cuts as conditions of a 130 billion euro bailout package organised by the European Union and International Monetary Fund.
But the country has had no elected government since an inconclusive election on May 6 at which parties opposed to the unpopular austerity measures that were part of the bailout did well, raising the chance that the rescue funds could be halted and push the country towards bankruptcy and out of the euro.
The failure of pro- and anti-bailout parties to agree on a coalition forced President Karolos Papoulias to call the second election in two months, and prompted him to say the chaos risked causing panic and a run on bank deposits.
A new opinion poll confirmed that leftists who reject the bailout are poised to win next month, and the two establishment parties that agreed to the rescue are sinking further.
A little-known judge was installed as head of an emergency government on Wednesday and a senior finance ministry official appointed as finance minister in the early hours of Thursday, but the administration will have no power to take political decisions, only steer the country to the election on June 17.
"The only thing we are doing is waiting," said a government official who declined to be named.
GREECE'S DECISION
An EU official conceded other Group of Eight countries, whose leaders meet at U.S. President Barack Obama's Camp David retreat at the weekend, had signalled heightened concern at the deepening political crisis in Athens.
"We have been confronted ... by a number of concerns on what might happen," the official said. "This concern has become more pronounced after the result of the Greek elections."
The leftists argue they can tear up the bailout deal and keep the euro, but European leaders say that if Greece fails to meet promises to them, lenders will pull the plug on financing.
Greeks have withdrawn hundreds of millions of euros from banks in recent days as the fears grow that the country might be forced out of the euro zone, although there has been no sign of a run on Athens bank branches.
ECB President Mario Draghi said that under the EU treaty, it wasn't his job to decide what happened to Greece.
"I want to state that our strong preference is that Greece will continue to stay in the euro zone," he said in Frankfurt. However, he added: "Since the treaty does not foresee anything on (an) exit, this is not a matter for the ECB to decide."

They were not good.? Essentially I have pre-eclampsia so the doctor wants this baby out.? Soon.? She wants me to try and get to 37 weeks, which I think is totally possible.? It's just one more week.? So far all of my symptoms of pre-eclampsia have been manageable so I'm hopeful we'll make it until May 22nd.? My doctor scheduled my c-section while I was sitting in her office.? I was freaking out!? I think I was just in complete shock.? It has finally set in that this is our last week with just little Scarlie.? In a way it makes me really sad, but we are so excited to meet this new little guy and see what he looks like!? I can't believe he'll be here so soon!?

Syria attack kills 21; rebels say protect U.N. monitors
BEIRUT (Reuters) - At least 21 people were killed on Tuesday in an attack in northern Syria, activists said, and members of a team of U.N. monitors caught in the incident said they were in rebel hands "for their own protection."
When Reuters asked one of the four monitors by phone if they were being held prisoner, he said: "We are safe with the (rebel) Free Army."
A spokesman for the rebel military council said the rebels were working on a safe exit for the monitors. An internal U.N. document obtained by Reuters said that a total of six monitors were under rebel "protection" in a "friendly environment."
"They are now with the Free Army which is protecting them. If they leave, the regime will terminate them because they have witnessed one of its crimes and it does not want them to tell the truth," rebel Major Sami al-Kurdi told Reuters.
"We will get them out tomorrow," he said later. The internal U.N. document confirmed the U.N. team in Syria "will conduct a patrol to pick up the mentioned UNMOs (observers)" on Wednesday.
Each side blamed the other for the attack in Khan Sheikhoun in northern Idlib province.
Some rebel and opposition sources put the death toll from the attack as high as 66.
Pro-government Addounia TV said gunmen had opened fire on the monitors, but did not mention casualties.
The monitor who spoke to Reuters said gunfire had erupted as a seven-man U.N. team toured Khan Sheikhoun, then a blast damaged one of the group's vehicles.
Ahmad Fawzi, international mediator Kofi Annan's spokesman, said the convoy was hit by an improvised explosive device.
"Three U.N. vehicles were damaged but no U.N. personnel were hurt in this explosion. The mission has sent a patrol team to the area to help to extract those U.N. military observers," he said in a statement.
Internet footage appeared to show a white vehicle, like those used by the monitors, with a damaged front. In Damascus Major General Robert Mood, the head of the U.N. monitoring mission, told reporters the team was safe, without elaborating.
A British-based opposition group, the Syrian Observatory for Human Rights, said government troops had opened fire on a funeral procession in the town, about 220 km (140 miles) north of Damascus.
The group said a total of 46 people had been killed by government forces across the country. There was no independent confirmation, and Syria has limited journalists' access during the uprising.
OPPOSITION KEEPS SECULAR CHIEF
The incident came hours after the Syrian National Council (SNC), an umbrella opposition group in which Islamists are influential, re-elected Burhan Ghalioun, a sociologist long resident in France, as its leader for another three months.
People involved in the vote, which took place in Rome, said the secular Ghalioun was viewed as acceptable to Syria's array of sects and ethnic groups.
Shortly afterwards Fawaz Tello, a prominent dissident, resigned from the SNC, the latest of several senior figures to quit the body in recent months.
Tello, one of a minority of liberals in the SNC, said he was leaving because the council had been avoiding democratic reform and resisting international efforts to unify the opposition.
Meanwhile Damascus said more than half of eligible voters turned out last week for a parliamentary election, part of reforms it says show President Bashar al-Assad's determination to resolve the uprising peacefully.
Khalaf al-Azzawi, head of the judiciary body that oversaw the election, said 51 percent of eligible voters had turned out, down slightly from an election in 2007 when the rule of Assad's Baath party was unchallenged.
At least one independent figure was elected to the assembly, according to results Azzawi read out in a televised news conference in Damascus. No figures were given for turnout in cities and towns under siege by government forces.
"The election gave the people the broadest possible representation," he said. "The election took place with full transparency, democracy, integrity, supervised and monitored by independent judicial councils which were not pressured by any side."
Opposition leaders dismissed the election in advance as a ruse to buy more time for crushing dissent and said voting was not feasible in areas being besieged and shelled by the security forces.
The vote follows amendments to the constitution to allow more political parties, which Damascus has cited as evidence of its desire to move toward a political solution to the bloodshed.
A peace plan brokered by Annan in April calls for the release of detainees and for peaceful protests to be allowed.
SAUDI-IRANIAN RIVALRY
Persistent bloodshed since then has led Saudi Arabia to warn that Annan's plan is losing credibility. Sunni Saudi Arabia would welcome Assad's removal as a blow to his backers in Shi'ite Muslim Iran, Riyadh's rival for influence in the Gulf.
Elsewhere, opposition activists said government forces killed two insurgents in the eastern oil town of Deir al-Zor and continued a wave of arrests in which hundreds of people have been detained in recent days.
The Annan plan also calls on Assad's forces and rebels to allow free distribution of humanitarian aid, over which the United Nations is at loggerheads with Syria.
The United Nations has rebuffed a demand by Damascus that it manage the delivery of all humanitarian aid to a million people in areas stricken by the conflict.
"That position is a non-starter ... as it should be," said one U.N. diplomat.
"OCHA (U.N. Office for the Coordination of Humanitarian Affairs) can't allow the Syrian government to use it as a way to get people (they want to arrest) or to deliver aid only to government supporters."

I'd like to see him yield, essentially, to his darkest instincts. Then, having hit rock bottom, maybe come back up."
Loki's origins, something that has always interested Hiddleston, cast the god as a more ambivalent one. In "Thor 2," the actor hopes to perhaps find some redemption for Loki and maybe even join the forces of good.
"I think the fascination for me about playing Loki is that, in the history of the mythology and the comic books and the Scandinavian myths, is he's constantly dancing on this fault line of the dark side and redemption," he explained. "I don't know when, but it will be so fun to see him see the light again and be recruited to the good side."
