Study: BP spill culprit for heavy toll on coral

After months of laboratory work, scientists say they can definitively finger oil from BP's blown-out well as the culprit for the slow death of a once brightly colored deep-sea coral community in the Gulf of Mexico that is now brown and dull.

In a study published Monday, scientists say meticulous chemical analysis of samples taken in late 2010 proves that oil from BP PLC's out-of-control Macondo well devastated corals living about 7 miles southwest of the well. The coral community is located over an area roughly the size of half a football field nearly a mile below the Gulf's surface.

The damaged corals were discovered in October 2010 by academic and government scientists, but it's taken until now for them to declare a definite link to the oil spill.

Most of the Gulf's bottom is muddy, but coral colonies that pop up every once in a while are vital oases for marine life in the chilly ocean depths. The injured and dying coral today has bare skeleton, loose tissue and is covered in heavy mucous and brown fluffy material, the paper said.

"It was like a graveyard of corals," said Erik Cordes, a biologist at Temple University who went down to the site in the Alvin research submarine.

So far, this has been the only deep-sea coral site found to be seriously damaged by the spill.

On April 20, 2010, the well blew out about 50 miles off the Louisiana coast, leading to the death of 11 workers aboard the Deepwater Horizon drilling rig and the nation's largest offshore spill. More than 200 million gallons of oil were released.

"They figured (the coral damage) was the result of the spill, now we can say definitely it was connected to the spill," said Helen White, a chemical oceanographer with Haverford College and the lead researcher.

She said pinpointing the BP well as the source of the contamination required sampling sediment on the sea floor and figuring out what was oil from natural seeps in the Gulf and what was from the Macondo well. Finally, the researchers matched the oil found on the corals with oil that came out of the BP well.

Also, the researchers concluded that the damage was caused by the spill because an underwater plume of oil was tracked passing by the site in June 2010. The paper also noted that a decade of deep-sea coral research in the Gulf had not found coral dying in this manner. The coral was documented for the first time when researchers went looking for oil damage in 2010.

The findings were published in the Proceedings of the National Academy of Sciences.

The scientists said that they have gone back to the dying corals by submarine since 2010, but that they are not ready to talk about what they've seen at the site.

However, Charles Fisher, a biologist with Penn State University who's led the coral expeditions, said recovery of the damaged site would be slow.

"Things happen very slowly in the deep sea; the temperatures are low, currents are low, those animals live hundreds of years and they die slowly," he said. "It will take a while to know the final outcome of this exposure."

BP did not immediately comment on the study.

The researchers said the troubled spot consists of 54 coral colonies. The researchers were able to fully photograph and assess 43 of those colonies, and of those, 86 percent were damaged. They said 10 coral colonies showed signs of severe stress on 90 percent of the coral.

White, the lead researcher, said that this coral site was the only one found southwest of the Macondo well so far, but that others may exist. The researchers also wrote in the paper that it was too early to rule out serious damage at other coral sites that may have seemed healthy during previous examinations after the April 2010 spill.

Jerald Ault, a fish and coral reef specialist at the University of Miami who was not part of the study, said the findings were cause for concern because deep-sea corals are important habitat. He said there are many links between animals that live at the surface, such as tarpon and menhaden, and life at the bottom of the Gulf. Ecosystem problems can play out over many years, he said.

"It's kind of a tangled web of impact," he said.

Senegal votes in cliffhanger presidential election

Senegalese voted on Sunday in a run-off election in which the 85-year-old incumbent Abdoulaye Wade is fighting off a mass opposition effort to foil his controversial bid for a third term.

Having failed to deliver a crushing first-round victory a month ago, Wade faces a stiff challenge from his former prime minister Macky Sall, who has the full weight of the opposition behind him.

Long lines snaked outside voting stations as people waited to participate in the decider poll after two months of suspense which saw the reputation of one of Africa's pioneer democracies put on the line amid deadly riots.

As a coup played out in neighbouring Mali, European Union election observers urged Senegal to prove its credentials as a strong democracy in a troubled region.

"I hope as a democrat that Senegal will show a strong example in this African region which is so tormented," said EU mission chief Thijs Berman as he visited a polling station in the Dakar suburb of Parcelles Assainies.

Senegal has typically been hailed as one of the region's success stories, being alone among its mainland neighbours never to have undergone a military coup.

The elections commission noted several clashes between rival supporters during the poll campaign, but it was calm compared with the run-up to the first-round vote in February, when near-daily riots left six dead.

Sall, 50, accompanied by his wife, cast his vote in his hometown Fatick in central Senegal, praising the turnout as long lines formed at polling stations around the country.

"This shows our country is a major democracy and that Senegalese know how to make their choice responsibly," he said.

Both candidates have declared they cannot lose, raising fears that the poll's outcome will inevitably be challenged.

A defiant Wade voted in the afternoon, saying he was ready to "normalise" his relations with former colonial ruler France and the United States who have criticised his third term bid and urged him to retire.

The octogenarian, Africa's oldest leader after Robert Mugabe, 88, said the two countries had been "intoxicated as Senegalese said if I was a candidate, Senegal would go up in flames. For me these incidents are in the past."

While Wade came first in the February 26 vote with nearly 35 percent of the vote to his ex-protege's 26 percent, he is in an uncomfortable position as Sall has secured the support of all the other candidates during the electoral campaign.

Wade brushed this off saying it was the candidates who had rallied "and not their supporters. Most of their supporters and leaders are in agreement to join a government which I will form."

Despite having served two terms, a limit he himself introduced, Wade says later changes to the constitution allow him to serve two more mandates as the law is not retroactive. This argument was upheld by the country's constitutional council.

The election commission on Saturday urged the candidates not to declare victory prematurely as results come in.

There were indications the turnout could be higher than in the first round when only 51 percent showed up.

"I want to vote in peace, and I want Macky Sall to win this election because times are hard in Senegal," said Ndeye Fall, a teacher voting in the working-class Dakar suburb of Derkle.

Some 5.3 million people are registered to cast their ballots in the run-off election, which will finish at 1800 GMT under the gaze of 300 international observers.

Wade's inability to clinch an outright victory in the first round was a humiliating blow to a leader who was hugely popular when first elected in 2000 after 25 years as opposition leader.

He was roundly booed at his home polling station when he cast his vote in February.

In 2007, he won in the first round with 55 percent of the vote, but his popularity has plunged in recent years amid rising food prices, power cuts and the widespread perception that he is trying to line up his son Karim to succeed him.

Power outages that crippled economic activity last year were repaired in time for the election campaign.

While Wade has been praised for an aggressive infrastructure drive, critics say he has focused on fanciful legacy projects to the detriment of good governance initiatives.

Investigating the death of Wilton Goudeaux, an elderly man allegedly killed by his family, WREG Channel 3 News reporter April Thompson, and her cameraman, Ben Short, drove to the deceased man?s house in Joyner, Ark.,?to look for clues. After a few minutes on site, the team was met, not so fondly, by the ?best friend? of Goudeaux?s son, who stormed up furiously in a pick-up truck as they were exiting the scene.

?Get that camera off me,? said the man, also remarking that everybody was ?lying about Mr. Goudeaux.? When told by Thompson that the crew was merely searching for the truth, the man reached out and slapped the camera away, again telling the team to leave. Thompson informed the man he could not touch the camera, prompting him to stomp back to his vehicle and grab a gun.

?I bet I can do this,? he said, waving around his pistol.

Thompson and Short returned to their car and called the police, who arrived shortly thereafter.

Identified as Brandon Odom, the man was later arrested. As it turned out, Odom?s sister, who was the caretaker of Goudeaux, is also being investigated in connection with?the death of the Mississippi County man. Together with Goudeaux?s son, she is accused of?drugging the victim with sleeping pills, using meth while caring for him, stealing $100,000 from him, and leaving him malnourished. Goudeaux's death has apparently triggered much speculation around the small town, and is a sensitive subject for Odom, who himself now faces charges of aggravated assault for this incident.

While it may be another day on the job, Thompson assured her audience, she will follow up on the attempted crime.

?I didn?t know what to expect,? said the reporter. ?The last thing I thought is that he was going to the car to get a gun, but he was obviously angry. He wanted us to get out of there. We moved back but we are going to continue to follow the story with what happens to him, as well as the other three.?

Get Prepared to Grow: a new perspective on the changing business ...

Over the past two decades, we have recognised that the way we do business has serious impacts on the world around us. It is now apparent that the state of the world affects the way we do business. The central challenge of our age ? maintaining human progress while minimising resource use and environmental decline ? can simultaneously be one of the biggest sources of future success for business.

Given the unprecedented natural resource scarcity, skyrocketing food prices, escalating energy security issues and an expected population?growth of up to 10 billion in 2100, the private sector is ever more challenged to overhaul its strategy and make its business models future proof. For example, if companies had to pay for the full environmental costs of their production, they would lose 41 cents for every US$1 in earnings on average. External ?off balance sheet? environmental costs of 11 key industry sectors (including upstream supply chain) rose by 50 percent between 2002 and 2010.

Government policies, investor values and consumer preferences are also altering rapidly, thus impacting businesses? bottom line and demanding a long-term vision, supported by immediate action. Is this forced by stakeholder demand, or primarily driven by sound entrepreneurship? It is up to each and every company to decide for itself.

One can think of energy and resource efficiency improvements, sustainable supply chain management, investment into innovation on sustainable products and services, as well as gaining access to new markets for greener products, services and technologies. It is also imperative to explore tax incentives tailored to alternative energy, energy efficiency and other areas related to sustainability.

Suspect in Jewish school slayings says he'll surrender

A tense standoff unfolds in Toulouse, France, between police and the man suspected in a string of deadly shootings, including one at a Jewish school that killed three children and a rabbi.

Updated at?4:06 p.m. ET: TOULOUSE, France -- A suspect wanted in connection with the killing three children and a rabbi at a Jewish school plans to surrender after dark to French police who have had him surrounded for hours, France's?Interior Minister said Wednesday.

The suspect, identified as 24-year-old Mohammed Merah, earlier wounded three police officers in a shootout at a house in Toulouse, France.

Interior Minister Claude Gueant said Merah appeared to have acted alone in the killings -- but also claimed to authorities that he met al-Qaida "chiefs" while traveling in Pakistan last year.

Merah,?under siege by hundreds of police officers, claimed to be a member of al-Qaida and that he had shot dead the four out of "revenge for Palestinian children." He is also suspected by authorities of having killed three French soldiers of North African origin last week.


French prosecutor Francois Molins?said the alleged gunman, a Frenchman of Algerian descent,?told police he had been to Afghanistan twice and had trained in the militant stronghold of Waziristan.

Molins also said Merah had planned to kill another soldier and two police officials imminently, and that his brother had been implicated in a network sending fighters to Iraq.

Police sources earlier told Reuters that another man had been arrested earlier Wednesday at a separate location in connection with the case.

Several hours after the initial raid, which took at about 3 a.m. local time Wednesday (10 p.m. ET Tuesday),?the alleged gunman threw a pistol out the window in exchange for a "communication device." However,?he was?believed to have other weapons including an AK-47 assault rifle.

The suspect said he would surrender in the late evening "to be more discreet," although he had earlier promised to give himself up during the afternoon.

"He claims to be a mujahedeen and to belong to al-Qaida," Gueant told journalists in Toulouse. "He wanted revenge for the Palestinian children and he also wanted to attack the French army because of its foreign intervention."

France 24?reported that Merah?had been tracked by French intelligence services for several years.

An official in Afghanistan said Merah escaped in 2008 from Kandahar prison, where he had been serving a three-year sentence,?Reuters reported. However, Kandahar governor's office said that account was "baseless", citing judicial records. "Security forces in Kandahar have never detained a French citizen named Mohammad Merah," the governor's spokesman, Ahmad Jawed Faisal, said.

Citing prison documents, Kandahar prison chief Ghulam Faruq had told Reuters that Afghan security forces detained Merah on December 19, 2007, and that he was sentenced to three years in jail for planting bombs in the southern province of Kandahar, the Taliban's birthplace.

'God is testing us'
As the siege continued, the Haaretz newspaper reported?that thousands of people had gathered at the Har HaMenuchotcemetery in Jerusalem Wednesday for a joint funeral service for the victims, Rabbi Jonathan Sandler and his two sons, Gabriel, aged six, and Arieh, three, and Miriam Monsonego, aged eight.

"Our hearts are with the Jews of France and with the Ozar Hatorah institutions that took such a hard and painful blow. The pain is unimaginable, God is testing us,"?Israeli Interior Minister Eli Yishai said in his eulogy, according to the paper.

President Nicolas Sarkozy, campaigning for re-election in a presidential poll in five weeks time, has blamed racism for Monday's school attack. His handling of the crisis could be a decisive factor in determining how the French people vote. France has troops in Afghanistan as part of NATO forces.

"Terrorism will not divide France," Sarkozy said.?"We should not give way to discrimination or vengeance after shootings."

Gueant?did not say how?authorities had tracked Merah down.

However, a Le Figaro correspondent at the?site of raid reported that police received key tip from a local motorcycle shop in Toulouse a few days ago, according to NBC News. A salesperson?said a man came into the shop to ask how to neutralize the GPS system on his TMX scooter. The salesperson?thought this was?suspicious and reported incident to police, giving a?description of the suspect.

Gueant said that when police arrived?to raid the house?"the wanted individual shot at the door." NBC News reported the officers were members of an elite team known as RAID.

One officer was injured in the knee and another officer lightly injured in ensuing exchanges of gunfire, Gueant said. A third officer was later reported to have been hurt.

Heavily armed police in bullet-proof vests and helmets cordoned off the area where the raid was taking place, in a suburb?only about 2?miles from the Ozar Hatorah Jewish school where Monday's shootings took place. NBC News reported that 300 officers were participating in the operation.

Suspect's mother called in
Merah's mother, elder brother and two sisters were detained by police on Tuesday and negotiators sought their help in trying to persuade him to turn himself in to the authorities.

"His mother said she did not wish to speak to him because she did not believe she could convince him and he would be deaf to her appeals," Gueant said.

The suspect inside the house said that he trained in the Pakistan and Afghanistan?and is affiliated with Forca lesa, an Islamic group dismantled by the French government. The group, which recruits young French to join the jihad,?is?considered?to be?dangerous.

On Tuesday, hundreds of?police officers?had spread out across southern France in the hunt for the gunman suspected in three deadly attacks.

Authorities suspect the school killer was also behind two recent attacks in the same area on French paratroopers that left three soldiers dead and one seriously wounded. The victims were of North African and French Caribbean backgrounds.

Sarkozy described the killer as a "monster."

"There are beings who have no respect for life. When you grab a little girl to put a bullet in her head, without leaving her any chance, you are a monster. An anti-Semitic monster, but first of all a monster," he said.

Monday's incident was?the deadliest school shooting in the country and the bloodiest attack on Jewish targets in decades. Schools across the country held a moment of silence Tuesday to honor the victims, who were heading to Israel for burial.

Gueant described the suspect as "someone very cold, very determined, very much a master of his movements, and by consequence, very cruel."

Two Marios reshape Italy's image at home, abroad

(AP) ? Thanks to two Marios, Italy's image as the fun-loving land of the bunga bunga party but unreliable partner in Europe is under reconstruction ? sparking cultural shifts at home.

Premier Mario Monti, an economics professor who succeeded Silvio Berlusconi, is creating renewed confidence in Italy ? among investors, political partners and crucially Italians themselves. Mario Draghi, as head of the European Central Bank, basks in acclaim leading an institution that holds sway over the EU economy.

The two Marios, both in their roles since November, have the seal of approval from German Chancellor Angela Merkel, a key figure in Europe's drive to save itself from ruin.

"If you want to hear something positive about Italo-German cooperation, I can say this: I highly appreciate the work of Mario Draghi, and it goes without saying that I appreciate that of Mario Monti," Merkel told reporters last week after meeting with Monti in Rome.

That's a sea change in Italy's image among its key European allies.

One of the last times Merkel was in Italy, she was greeted by then-premier Berlusconi who popped out from behind a pillar calling "cuckoo!"

Berlusconi enthralled Italy with his charisma and success, and humiliated it with an endless stream of sleaze that included tales of trysts with underage prostitutes, shameless cronyism and rampant corruption that fostered an entire culture of cheating.

Monti, a sober former EU competition commissioner who heads a government of experts, is challenging Italians through his policies to become better citizens. In Italy, being "furbo" or clever, but also carrying a pejorative sense of gaining an underhand advantage, has sometimes been more prized than hard work.

Berlusconi was seen as an exemplar of that kind of Italy.

Monti is putting the spotlight on another side of his nation ? one of quality, precision and world class intellectual achievement. As the former head of prestigious Bocconi University, Monti embodies this spirit ? as does Draghi with his background at MIT, where he earned his economics Ph.D.

Monti says he wants to instill a culture of merit, doing away with privilege that has made economic mobility in Italy among the lowest in Europe.

Tax evasion, long tolerated on many levels despite costing Italy between ?120 billion to ?150 billion a year, has become a priority from senior politicians to the baker next door. In recent weeks, raids on posh resorts and ordinary businesses have led evening newscasts.

In an unprecedented show of transparency, Monti and his Cabinet ministers have published their tax returns and financial and real-estate holdings on their ministry websites.

Monti also has set out to vanquish the image of women as sex objects that Berlusconi did much to foster, appointing three accomplished women to ministerial posts with substantial portfolios.

Berlusconi also had women in his Cabinet but few doubted they were selected more for their sex appeal than for political qualifications.

The changes are being seen in all walks of life ? even the sex symbol-spawning fashion world.

Giorgio Armani, at his recent womenswear fashion preview for his Emporio line, put his models in flat shoes, saying Italians had grown tired of vampish women that became the prevalent archetype under Berlusconi. And the recent San Remo musical festival, usually a freewheeling affair, showed how discredited the sex symbol has become, as commentators and politicians criticized an Argentine-born starlet for allowing TV cameras a peek at an intimately placed tattoo.

Tough economic choices have been central to Italy's new image.

In tandem, the two Marios have worked to lower Italy's borrowing costs, which shot above the perilous 7-percent mark for benchmark 10-year bonds last year, endangering Italy's ability to manage its public debt, the highest in the eurozone. Yields this week were at a safe 4.77 percent.

Monti has passed austerity measures and an emergency package to shake open competition, and is working on loosening labor regulations ? all of which have helped restore confidence in Italy.

Draghi has contributed from his offices in the ECB tower in Frankfurt, where he has shown boldness in shaping European monetary policy.

The central banker did not hesitate at his first meeting as president in November to surprise markets with an interest rate cut. And he reportedly upset the president of Germany's conservative Bundesbank by loosening rules for banks to obtain ECB loans.

It was a lifeline many experts say brought Europe's economy back from the brink of catastrophe.

For now, at least, Italians are demonstrating great faith in their new leadership.

A poll taken at the end of February for Repubblica.it showed Monti garnering a 59 percent approval rating, up 2 percentage points in a month even after piling on new austerity measures. The poll of 1,000 people had a margin of error of 3.3 percentage points.

"He is making the situation better in this country," said Alessandro Scala, visiting Rome from Bologna. "He is taking some important steps, he is improving the situation, even though he inherited a country that was not easy to govern."

Marco Camisani Calzolari, an Internet entrepreneur, plans to name his son, due in a month, Mario. OK, so it's his father-in-law's name ? but he proudly says it now gains a cachet that didn't exist when the child was conceived.

"It's a successful name," Calzolari said. "It's in fashion."
